You need to look at “Table 15. Static Current–500 MHz, 533 MHz, and 600 MHz Speed Grade Devices (mA)1” or ”Table 16. Static Current–300 MHz and 400 MHz Speed Grade Devices (mA)1” in the datasheet for the internal resistance. Look at the supply voltage and current in each case to derive the resistance.
The VDD_INT and GND are not shorted internally.
